How to I make the steps be in the order?
1. package, 2. Time, 3. Details, 4. Add-Ons, 5. Payment, 6. Done.

Booking of packages can't be done in one single step of booking.
A customer can book one first appointment in the front-end and after that admin creates packages of this service for this client in the back-end.

That's not what I am asking.
By default the customer flow is:
1. package, 2. Add-Ons, 3. Time, 4. Details, 5. Payment, 6. Done.
I want to arrange the flow to be:
1. package, 2. Time, 3. Details, 4. Add-Ons, 5. Payment, 6. Done.
How can this be done?

There are 2 options for the add-ons (extras): after service step or after time step. You can change it in Settings: http://prntscr.com/qmwo7q
But there is no option to put it after Details step.
You can leave your request here: https://ideas.booking-wp-plugin.com/boards/feature-requests and if it gets enough votes, it might be implemented in the future release.
