Edit Calendar Back-end Hours - Wrong

When I need to edit the time for a client by the administration back-end of appointments it gives me the wrong options of hours.

Let me explain more ..

Our company starts at 8 am and all bookings in the front end recognize and book starting from 8 and all sequence booking fall in the proper order of a 3-hour gap.
However, when I go to edit the hour with the admin backend it doesn't show me the start time or option to pick 8 am. The closest hour would be 9 am and that is not good because it creates a problem for our second booking which is supposed to take place at 11.

The edit starts shows times from 12 midnight and does blocks of 3 hours. there is no option to select 8. 

how to fix this / it should show only times of opening hours to prevent this issue
